Yes the country does have clean water.
Third world country water issues are that they don't have clean and easily available water. They have to travel miles sometimes to get it and it is not clean or healthy.
They are a poor country.

It really depends on what Country you are in, for example if you are in the UK, the tap water is really clean so you can drink it. However, if you were in China, the tap water is not that clean so you can't drink it. So depending on where you are the answer is different.
