It depends on what you mean by the State of Georgia, but let us be clear, Russia invaded the Republic of Georgia, a country in Europe and Asia, not the US State of Georgia. If Russia had invaded the US, the US certainly would have declared war on Russia.As for why the US did not declare war on Russia, this is probably to avoid sparking World War III, as well as the US's lack of a clear approach to dealing with international conflicts and changing developments under the Obama administration.

The US invaded Afghanistan in an attempt to wage war on terrorism, as Afghanistan is a hub for terrorists. The US is not at war with Afghanistan, but is working with the country to fight terrorism and keep Afghanistan out of terrorist hands. The same ideology was behind the Iraqi War.
Iraq invaded oil rich Kuwait, and the US ordered Iraq out of that country. They refused, and were removed by force.
It is unlikely that Hitler would have invaded the US during World War II due to the distance between Germany and the US, as well as the strength of the US military and its allies. Hitler focused on conquering Europe and the Soviet Union, rather than attempting an invasion of the US.
