Kiribati or New Zealand. There's a debate happening on which is the 'first' to see the New Year. Last to see is either American Samoa or Christmas Island.
Samoa. Although the Midway Atoll (which is part of the US) is actually at -11 UTC so that is probably the last place to see the New Year. In which case, I suppose it would be the US.
Australia is one of the countries that see the new year while most of the countries in Europe are still in the previous year.
To New Zealand because it's the first country to get the sun every day, meaning that it will see the New Year of 2009 first!!

The US. There are several time zones in the states, but Alaska and Hawaii times are closest to the international dateline ( actually, the dateline has to jog west to keep all of Aaska in the same day ).
