'011' is not part of the country code, it is the international access prefix for calls originating in North America (country code +1; USA, Canada, etc.). Country code +371 is Latvia, and a number beginning with +371 2 is a mobile.
That is not enough digits. In the US, you have to have a 10-digit number. (Except for cell phones, a "1" prefix has to be dialed first.) The first three digits are the Area Code. You may be able to find out the Area Code if you know the city and address of the phone number. Once you have the 10-digit number, then you will need the Country Code. This code is a 2-digit number( I believe) for each country.
