Germany- it had by far the greatest loss of life in the conflict, was completely bankrupt whilst owing hundreds of millions of pounds in war reparations (equivalent to tens of billions by today's standards), suffered a Communist insurrection internally, and lost all of it's overseas territories to the Allied nations, as well as having it's military power curtailed to a minimum and some of it's own territory occupied for years afterwards by British and French forces.
