President Truman spent months deciding whether or not to use the atom bombs. When it became clear the Japanese leaders were not going to surrender he chose to save millions of lives vs. the hundreds of thousands that would die in the devastation of the atom bomb. It was estimated over a million lives would have been killed had the Americans and others invaded Japan. Therefore he hoped, as well as many others, the atomic bomb would finally motivate the Japanese populous to demand the end of the war.
