NASA just released findings that the recent earthquake in Chile changed the tilt of the earth and shortened our day by 1.26 millionths of a second. Sumatra earthquake in December 2004 shortened the length of a day by 6.8 millionths of a second.

So to answer your question... The earth changes tilt constantly but the most recent change was on February 27 2010.
