The exact new moon is always about 14-1/2 days after one full moon, and 14-1/2 days before the next full moon. You couldn't exactly say that it "comes out" ... the time of New Moon is the one time in the month when it's totally impossible for us to see the moon, because we're looking straight at its dark side, plusit's exactly either right over or right under the sun in our sky !
