The executive office includes all federal workers except those who work for the court system or a congressional office. All of the employees of the fifteen cabinet departments and the military are part of this department. Part of the executive office of the president includes assistant to the president and the chief of staff, counselor to the president, and the chair of the economic advisers. The others include the director of the office of administration and the director of the office of management and budget.
There are many departments that make up the executive office of the President. These departments include Agriculture, Defense, Energy, Education, Health and Human Services, Homeland Security, Housing and Urban Development, the Interior, Justice, Labor, State, Transportation, Treasury, and Veterans Affairs.

The cabinet secretaries also manage their departments and help or hurt the president by the kind of job they do with their departments. The departments of state, justice, treasury and defense are particularly important to the administration. The others are often appointed as much for political reasons as for their expertise in the area of their department. At the president's discretion, the vice-president may be asked to attend cabinet meeting and carry out assignments for the president.
