It is determined by population, every ten years.

The census is used to find the population of each state, and the country, this number is divided by 435 (the number of representatives). The seats are then apportioned to each state by population, the smallest states receiving at least 1 seat.

This usually leaves a remainder of a few seats which is apportioned to the states with the largest remaining populations. Then the states apportion those seats within their own borders, by population, into districts.

For instance: The country has a population of about 300 million people. So, each representative will represent about 690,000 people each.Vermont has a population of about a half million so they will get 1 representative.

Rhode Island has a population of about 1 million, they get 1 representative AND because the population remainder of about 360,000 people is larger than that of some other states, Rhode Island gets a second representative.

It is determined by state population. Every 10 years a census is conducted and the results from that census determine how many representatives the state has. The state then sets districts for the vote.
