Party organizers could offset the trend toward decentralization by setting up a chain of command from local to State to national levels, making sure that the party always has a national leader. The party could establish a stronger organization at each level and promote cooperation among groups at all levels.
The actual functions of the major parties in politics seems to be to bring together those in their party. As those in their party are brought together, they focus on influencing the way the government is run on both national levels and local levels.
