If the atom is not charged (in other words, not an ion), this is the same as the number of electrons in the atom. In that case, the number of electrons will be the same as the number of protons. But it is the proton count that sets or determines atomic number.

It is the number of protons and neutrons added together. It does not include electrons since the weight of an electron is less than 1/1000 of a proton and neutron (negligible), but if you want it to be perfectly accurate, they would need to be added in too. Then again, it would complicate things further, so in summary, atomic number = number of protons + number of neutrons.
