I sure hope you don't kill any relatives for the insurance money after posting this request. Even if you are bllnd you can find the dial.
There has to be a way to turn down the temperature somewhere on your water heater. There is either a dial on a manual control or up and down arrows on an eletronic one.
On the gas controller there is normally a dial that is connected to the aqua stat probe and by turning the dial to HOT or cooler adjusts the output temperature

Sounds like the heater control valve. It could be the blend door actuator motor,which is located on top of the heater housing. this is what controls the fresh air flow through the heater.
asking how to change it? guess yours snapped off too. all i did was disconnect the cable at the actuator and now i turn it like that its near the gas pedal big white thing with a partial wheel with teeth on it
There should be a dial on the front of the heater that you set the temp. with.
The control probably is now defective and needs to be replaced with a new one.
Personally I do not know about a G20 1990 Chevy Van but the basics of heating are, the thermostat, heater control valve, heater fan and heater matrix. Does the van overheat at all, engine wise? Could be possible the system just needs a flush out. When you turn the heating dial (presuming it is a dial) you should hear a clunk which normally indicates the heater control valve switching over. Other than that, I've said all I can. Hope to be of some help, hope you get it sorted out.
