Only citizens could vote, belong to the Assembly, which meant they had some political sway. Only citizens could, own slaves, have heirs and participate in religious ceremonies. And most important only citizens could own land, also only males could become citizens. Pretty dumb that ladies couldn't become citizen
Ancient Athens had an estimated population of around 160,00 people not including women or children. But to become one of the lucky citizens of Ancient Athens you had to be a male over the age of 18 (That was not a slave, or metoici) whose forefather's had been citizens of Athens for three generations, they also had to of completed military training, Ephebos.
Some the rights of citizens in Ancient Athens included:

To be elected to all offices of the state

Why is the concept of citizenship a fairly recent invention?
It is only recent in compared to geological stuff, say mountains or oceans. The Spartans and the Athenians all had huge citizenship issues. The Persians under Cyrus were in a large part successful because they molded the idea of citizenship to mean many things, but it was a vital that you were a citizen . I think human civilizations every where, say even early China and the Mayans all had citizenship requirements. Being part of the hyarchy was the only way to get support from the system.
