Augustus, the winner of the Final Civil War of the Roman Republic, did away with the republic and created rule by emperors. He was the first Roman emperor. He turned himself into an absolute ruler who was firmly in charge. He created his own imperial bureaucracy, turned the senate into an instrument for his rule and emasculated the popular assemblies by transferring their powers to the senate. Previously these assemblies elected the officers of state and voted on bills. Now the officers of state were appointed by the emperor and laws became imperial edicts.
