Given that Sir Winston Churchill was born in England to a British father and an American mother, it seems a pretty safe bet to say that his first language was British English.
English is spoken in England, so they would just say "No".

This could be due to cultural norms and conventions. In the US, cities like London and Boston are well-known internationally, so including "England" helps to specify which city is being referred to.
