this exact same question is on my worksheet for the story of Eleanor Roosevelt.
anyways,
Eleanor wanted her husband not to give up and to keep aiming for his goals despite the fact that he had the disease. She mainly want Franklin to run for president because that's all what Franklin wanted before the disease. She encouraged him ( unlike his mother who told him to not run for president because of his illness) to run for president and he did.
i do not know the answer to the other part of the question though. sorry
Franklins mom thought he was to quit being vice president but Eleanor encouraged him to do more things although he's on a wheel chair and he agreed , later he became governor in new york
