Norway was not directly involved in WW1. Merchant ships traded between Britain and Norway and were sometimes attacked by German vessels but Norway was neutral during WW1, although the Allies forbade them to trade with Germany.

Germany used submarines in 1914-1918 and 1939 thru 1945. On both occasions Germany conducted Guerre de Course warfare (attacking civilian merchant vessels). Navy's that are weak revert to Commerce Raiding (Guerre de Course). Strong navies with battle fleets conduct Guerre de Escadre (fleet actions).
There are TWO ways to conduct naval warfare: 1. Guerre de course 2. Guerre d' Escadre Germany chose Guerre de Course, "Commerce Raiding." Attacking a country's merchant vessels. Germany did NOT have the Battleship Fleets (or Aircraft Carrier Fleets) to conduct Fleet Engagements; Guerre d' Escadre.
