The cloak belonged to James Potter, Harry's father. Albus Dumbledore borrowed it from James shortly before his death. Dumbledore then returned it to Harry during his first Christmas at Hogwarts.
At Hogwarts
On the first year at Hogwarts, Dumbledore gave Harry his father's old invisibility cloak. There are no known presents after that.
Harry received the cloak in Harry Potter and the Philosopher's Stone, not the Chamber of Secrets.It was given to him by Albus Dumbledore who had borrowed it from James Potter. The cloak was in Dumbledore's possession at the time of the Potter's death and so he returned it to Harry.

Well it depends what view you look at it from. Most people don't get 50p for their Christmas but they also don't get Invisibility Cloaks and Chocolate Frogs that can actually jump.
