Japan had comitted itself to the "throw of the dice" in the affairs of the Pacific. By joining the Tripartite Pact in 1940 and by trying to eliminate the US Fleet at Pearl Harbor it could only hope for an exhausted US to negotiate a Pacific settlement or a complete Axis victory. Neither would happen, but Japan fought on sacrifice after bloody sacrifice until an unconditional surrender was their only option.
