It was the custom for procurators (Pontius Pilate) to reside in Jerusalem during the great feast days. While in Jerusalem, Pontius Pilate would stay at his official residence in Herod's palace. It was outside of this building that Jesus was tried as it was forbidden for Jews to enter a Gentiles home or business.
Shortly after his triumphant entry into Jerusalem in the spring of 33 C.E., Jesus said: "The hour has come for the Son of man to be glorified." (John 12:23) Therefore, Jesus had no reason to tell his disciples to keep quiet.

The first report when he stayed in Jerusalem was when he was taken to the temple as a baby, then again when he gets lost for three days in the temple.
