The was conflict when Union General John Fremont was placed in charge of the state, which had on an overall basis voted to remain in the Union. Fremont used force to seek out and punish people he saw as Confederate sympathizers. The Emancipation Proclamation also was not well received as it was a dark cloud over the institution of slavery after the Civil War.
