President Thomas Jefferson had purchased the Louisiana Territory, but really did not know much about the place. So the Lewis and Clark expedition was meant to find out about it and to discover the water passage to prevent Britain from taking control of West.
Lewis and Clark and Pike and others sent to explore the wilderness to check out the land and to find trade routes. This was called the Louisiana Purchase.
Their job was to explore the Louisiana Territory and report back to Jefferson. He asked them to follow the Missouri River to the Pacific Ocean. And they were the right men for the job.

Lewis and Clark did not discover the Pacific Ocean, they knew it existed long before their expedition. They were in fact assigned to explore the newly purchased Louisiana Territory and find the "easiest way" to the Pacific. They certainly weren't looking for a "Northwest Passage."
