He believed in the equality of all individuals, regardless of race, and issued the Emancipation Proclamation to free slaves in Confederate states during the American Civil War. When US President Lincoln issued his Proclamation of Amnesty and Reconstruction in 1863, Frederick Douglas was an outspoken critic of the plan. Since the plan only required 10% of Southern States voters of the 1860 elections to swear loyalty to the United States, Douglas did not see this as any measure to help Blacks gain any political power. He called it an entire contradiction to the US Republic's stand on equality.
