GOD said to Noah, " Build an ark."

Here are the exact verses:

These are the generations of Noah. Noah was in his times a man righteous and whole-hearted; Noah walked with God. And Noah had three sons: Shem, Ham, and Yapheth. And the earth was corrupt before God, and the earth was filled with violence. And God saw the earth; and, behold, it was corrupt; for all flesh had corrupted their way upon the earth. And God said to Noah: 'The end of all flesh is come before Me; for the earth is filled with violence through them; and behold, I will destroy them with the earth. Make an ark of gopher wood; with rooms you will make the ark, and coat it within and without with pitch. And this is how you shall make it: the length of the ark three hundred cubits, the breadth of it fifty cubits, and the height of it thirty cubits. A light you shall make for the ark, and to a cubit you shall slope it upward; and the door of the ark you shall set in its side; with lower, second, and third storeys you shall make it. And I will bring the flood of waters upon the earth to destroy all flesh which contains the breath of life, from under heaven; every thing that is in the earth shall perish. But I will establish My covenant with you; and you shall come into the ark, you and your sons, and your wife, and your sons' wives with you. And of every living thing of all flesh, two of every sort you shall bring into the ark, to preserve their life; they shall be male and female. Of the fowl after their kind, and of the animals after their kind, of every creeping thing of the ground after its kind, two of every sort shall come to you, to keep them alive. And take all manner of food, and gather it; and it shall be for feed for you and for them.'

And the Lord said unto Noah: 'You and your family, come into the ark; for have I that you are righteous before Me in this generation. Of every clean beast you shall take seven and seven, each with its mate; and of the beasts that are not clean two [and two], each with its mate; of the fowl also, seven and seven, male and female; to keep seed alive upon the face of all the earth. For in another seven days I will cause it to rain upon the earth forty days and forty nights; and every living thing that I have made I will blot out from the face of the earth.' And Noah did according unto all that the Lord commanded him.

AnswerGenesis 6:19-22 says that Noah was told to take two of each sort of animal into the Ark - cattle, fowl and every living thing. Genesis 7:1-5 says that God told Noah to take seven of each clean animal, but only two of each unclean animal into the Ark. The reason for this difference is that there are actually two different Flood accounts woven together, so that unless read carefully they seem to be just one account. The verses attributed to the Priestly author are: Genesis 6:9-22, 7:6, 7:8-9, 7:11, 7:13-16a, 7:18-21, 7:24, 8:1-2a, 8:3b-5, 8:7, 8:13a, 8:14-19, 9:1-17. The verses attributed to the Yahwist are: Genesis 6:5-8, 7:1-5, 7:7, 7:10, 7:12, 7:16b-17, 7:22-23, 8:2b-3a, 8:6, 8:8-12, 8:13b, 8:20-22.

Presumably, the total number of animals should have run into the millions, as animals that were not taken on board would have died, and we would have no descendants of those animals today. There is no mention of God commanding Noah to take plants, seeds or spores onto the Ark, to revegetate the world after the disastrous Flood. Nor do the stories say that Noah was instructed to take sufficient food to last all the animals until after the Flood, which in one account lasted twelve months.

The floodwater doesn't "represent" anything. Noah's Ark is not a fictional story we tell little kids. Noah really lived, he really built a boat, and there really was a flood.
