The way to do that was to evacuate the whole population and get everyone to have the same life style, be treated the same etc. He wants to make everyone equal-thinking that it's a great idea that the wealthy has to do hard work that they haven't done in their very short life, and the poor has to do extra work. This include plant rice in the field, build house out of dry grass for family to live in.
