Since all of America was continually making runs on banks, FDR decided to shut down all banks from Thursday into that next Monday. While this didn't stop the crisis, it gave Americans time to take a breather and calm down.
When Monday rolled around, the runs continued and so FDR created the FDIC (federal deposit insurance corp) which would arrive at each of the banks, place federal $$ into them, and then declare them as safe. This declaration gave people the hope they needed to put their $$ back into the banks. The runs stopped and the crisis was averted
