Russia was taken out of WW 1 by Lenin, as the part of the deal that took Lenin out of exile in Switzerland. It was a popular move for the Russian people. The drawback was the treaty Lenin had to sign with Germany which was highly unfavorable to Russia.
They didn't... Before WW2, France made Germany sign the Treaty of Versailles which forced 440 laws upon Germany restricting their army, their government and many other factors...

The Russian people despised the war that the tsar had gotten them into because it created starvation and misery. Thus, Lenin promised to the end the war with Germany, so when he came into power, the first thing he did was sign an armistice that released thousands of Germany troops from Russia.

basically Germany were offering Stalin the best offer in that: Russia would gain half of Poland when it was invaded Russia would gain a sphere of influence from the countries surrounding Poland which is key for ideological reasons. The spread of revolution. It meant Russia would not be fighting Germany on two fronts It would strike fear into capitalists countries it would bind time of Russia to recover from the purges and build economically and militarily to be ready to fight Germany because war with Germany was inevitable
