My favorite Harding quote is ,"We must have a citizenship less concerned about what the government can do for it and more anxious about what it can do for the nation."

Harding believed in a federal government that provided the basic services listed in the Constitution but little else. He also believed in staying out of foreign affairs as much as possible.

Harding and the Republicans won in 1920 with a promise to keep the US out of the League of Nations, to support Prohibition and keep anti-trust legislation to a minimum. I think Harding agreed with the Republican goals for the most part.
