George Washington meant that if you don't believe in a religion (Christian, because in the 1700's most of the majority of people were Christians) then you are viewed differently, as in bad. It was for a reputation. Also for saying the oath in court. It was to know you are more likely not to lie while being in court. George Washington wasn't exactly worried about praising God, just the reputation and oath.
