Up until the US Civil War, the US had no history of conscription. Volunteers for active service were enough to meet the manpowers needs of the nation. The US did rely on West Point for officers, and in the South, there were no less than eight military schools. Many of the graduates took appointed positions in the US Army.The South in 1862 initiated a draft to meet manpower requirements. The North passed a draft law in 1863.
The draft laws were not popular. Many wealthy people could find loopholes to prevent being inducted into the armed forces. There was more resistance in the North, however, than in the South.
The North experienced serious draft riots that caused the death of many civilians, especially in Democratic controlled New York City.
