The second part which officially went in effect January 1, 1863 during the second year of the American Civil War. If the slaves were not under federal control by that date, they would be emancipated. The affected states were named in the second part issued on January 1,1863. Bascially, he issued the Emancipation Proclaimation midway through the war.
