It is very doubtful that Neptune ever had any life. It is way too cold for life as we know it, -216 degrees Celsius at the cloud tops with varying temperature as you go down to the source. At the surface the pressure is immense. There is also a lack of oxygen and carbon dioxide, the two gasses needed for life on Earth, plus the presence of Methane, about 1%, which is poisonous. Any life that exists o has existed would have to be considerably different that life as found on Earth.
