The working class did not benefit from the US Civil War's economic boom in the North. Yes, labor shortages resulted in rising wages, but did not catch up to inflation. Prices rose nearly 75 to 80% in the North during the war years. Wages rose less than 66% of the inflation rate. To an extent the recourse to machinery helped to minimum the lean on labor and also reduced dependence on skilled labor. Women whose husbands were in the military service and immigrants suffered during the war. The so-called Lincoln draft riots in New York City were organized in part to widespread labor discontent, especially among the Irish immigrant working class. Draft opposition was settled by the Lincoln administration through the use of the army. A strike at a cannon factory in New York State was broken by army troops. Labor leaders were imprisoned and some States passed anti union legislation.

With no changes in government activity, if the population grows the government grows. More functions are taken over by government because that's what the political system, taken as a whole (voting, lobbying, political contributions and so forth) want. Changes in circumstances like an economic downturn that threatens commerce, employment and so forth. A war that requires resources.
During the US Civil War, the Federal government made many efforts to raise funds to pay for the war. For the first time in US history the government passed a progressive income tax. During the war years they collected $55 million.

The Labour party were in emergency coalition with the Conservatives and Liberals from 1940-5 and all worked together for the good of the nation. Very soon after VE day the Labour and Liberal parties withdrew from the government forcing a much needed general election.
