He did promote civil rights but, and this is going to make me unpopular, only to garner the large African American vote. All politicians manipulate social concerns for their own purpose. These 'clans' and families (see bush) are in a position of minority control and wish to remain so. Unfortunately JFK upset the southern democratic power base. This was a culmination of the civil rights movement and JFK's stance on the Vietnam War. The vice president (Johnson) most likely acted upon this and Dealy Plaza was the end result.
