The French tax code in use at the time gave a tax free status to nobles and to the Catholic clergy. The Catholic Church owned about 10% of all of the land and all of the wealth in France. They levied a tithe on all members of the Third Estate on top of the taxes that were paid. The taxes on the working class were continuing to rise and the Third Estate had no political power to end this injustice.

During the Ancien Regime the first and second estate (the clergy and nobility) didn't have to pay taxes, even though they were the richest. Only the third estate (the bourgeoisie) had to pay taxes, although they were the poorest and were starving.
