The Concordat, or treaty, with Hitler's Reich was negotiated and signed on behalf of Pope Pius XI by Cardinal Pacelli, Vatican Secretary of State and future Pope Pius XII. Pacelli had previously helped achieved Reichstag support for the Enabling Act which gave Hitler dictatorial powers, believed to have been on the understanding that Hitler would, in return, enter into a Concordat with the Vatican. The financial benefits to the Vatican arising out of the Concordat were enormous, but the Church also had to make certain commitments.
Article 14 required the Church to submit the names of candidates for ecclesiastical office and allowed the Reich to object to any candidate on political grounds.
Article 16 of the Concordat required bishops to take an oath of loyalty either to the Reich governor of the state concerned or to the President of the Reich respectively, and to require the same loyalty to the Third Reich from all clergy.
Article 32 required the Holy See to enact regulations to exclude the clergy and members of religious orders from membership in political parties and from working on their behalf. Consequent on this, Cardinal Pacelli required the Catholic Centre Party to disband. However, the German Catholic Church rescinded its previous ban on joining the Nazi Party.
The most important benefit to the Third Reich was one that did not need to be put in writing. Hitler stated that the existence of the Concordat showed the world that the Catholic Church was not opposed to National Socialism.
The Concordat, which was signed on the 14th July 1933, was an agreement between the Roman Catholic Church and Hitler. It benefited the Nazis, as they were able to get rid of the Catholic Centre Party, meaning that the Nazi party was the only party.
