They had no way or means to manage the river - all they could do was work around the flood season as regards planting crops and harvesting them. Factually it was the river that 'managed' the people, for if the flood did not happen there was famine, starvation and much death. The ancient Egyptian based their calendar upon the cycles of the Nile. It had twelve months of 30 days each and was divided into three seasons - 'Akhet' - the inundation or flood season. 'Peret' - the growing season. 'Shemu' - the drought or harvest season.

Right now, they have the Aswan Dam. It was measured in nilometers and they made dams and irrigation systems. And yes, nilometers is with an n.

ADDED: The Ancient Egyptians did not control the river. They had no means, need or wish to do so. Instead they lived with it and used the benefits it brought, such as the annual flooding that enriched their farm-land with a new charge of nutrient-rich silt.

Why did they move? Well, if they didn't, they would all drown in the fast moving water
