It's important to distinguish between Germany and the Nazi party here. The majority of Germans didn't want anything to do with world war 2, but the nazi party and sympathisers of the nazis got their heads together and realised bullets and bombs weren't going to be sufficient to break the back of Europe, so they decided to take it over through the means of legislation and bureaucracy in the form of a political union, which they would then dominate! So we got the EU, who's headquarters are in Brussells, as Berlin would have raised too many suspicions following the war.
