It established if the states would come into the union free or slave states through voters voting on the issue. The whole problem with it was people crossed state lines for or against slavery to swing the votes. John Brown and his sons went into Lawrence, Kansas and murdered people who were for slavery. A newspaper published a headline calling it "Bloody Kansas ".

The Missouri Compromise was effectively ended by the Kansas-Nebraska Act, however since there was still turmoil as to the "Bleeding Kansas" dispute, it was thought that the Kansas-Nebraska Act would be shortly overturned. The Dred Scott decision by the Supreme Court further strengthened the elimination of the Missouri Compromise and the institution of slavery north of the Mason-Dixon Line by ruling that slaves were not able to take cases to court.

This meant that the residents could vote on whether to establish a free or slave state, leading to significant conflict and violence known as "Bleeding Kansas" as pro- and anti-slavery factions clashed over the issue.
