In the ancient world, the Persians, like all dominant powers, enforced taxes upon conquered peoples in order to fund numerous public functions. Of these, the building or repair of public works, wages for imperial administrators, and maintenance of military forces (whether for occupational duties or new conquests) were among the most important.
Just as the Roman Empire charged TAXES to their own people, they charge TAXES to conquered cities/countries as well.
