That is where they were . It was not a planned to be a debate. The kitchen was part of a cut-away house that was a feature of the US exhibit at a Moscow World Expo. The idea was to show all the modern home conveniences available to working class people in the US. Nixon and Khrushchev met at the expo and talked through an interpreter while they toured some of the exhibits.

Also, the first was a private letter believed to be from a stressed Khrushchev personally, whereas the second was a public statement believed to be dictated by the hardliners in the Soviet government.By answering the first and ignoring the second, JFK was able to set the parameters of the ongoing debate over the Soviet missiles in Cuba, ultimately leading to the removal of the missiles without further incident.
