The Soviet Union didn't build the Berlin Wall. The Soviets merely told East German dictator Walter Ulbricht to stop the flow of defections from East to West or he would. East German Army engineer units built the Wall.
Berlin was divided into East Berlin and West Berlin because the Soviets refused to let East Berlin and East Germany be a free, democratic nation and city.
East Berlin
The Berlin Wall was built, with the intentions of keeping East Berliners from escaping to free West Berlin.
It was build in East Berlin, by the East German government (presumably at the behest of the Soviet Union), on the East Geman side of the border between East and West Berlin. Its purpose was to prevent the escape of East German citizens to West Berlin.
The Soviets responded to the mass defections of East Berliners to the West with increasing repression and military presence. They reinforced the Berlin Wall, which was completed in 1961, to prevent further escapes and to assert their control over East Berlin. Additionally, they maintained a propaganda campaign to discourage defections and portrayed the West as a hostile threat. The situation escalated tensions during the Cold War, highlighting the stark divide between East and West.
Western Allied troops were able to reach Berlin about the same time as the Soviets (Russians) did. Resulting in a future cold war of EAST and WEST Berlin. Had the allies NOT landed successfully, the Russians (Soviets) might have had Berlin all to themselves.
East was communist and run by the Soviets. The West side was run by the Allies and remained free of Communism.

East Berlin and West Berlin are in Germany, not the Soviet Union. The city of Berlin was divided into four "sectors" after World War II. The Soviets got the eastern third of the city. The French got a small sector in the north of Berlin, the British got the middle part and the Americans the south.
