Yes, they established the Human Rights Commission, of which China, Zimbabwe, Saudi Arabia, Pakistan, Algeria, Vietnam, Syria, Libya, and Sudan (Darfur) have been members. Effective, right?
Italy has contributed a lot of money to Sudan and Darfur, and also voted for the UN security council resolution 1769, allowing hybrid UN/African Union peacekeepers to enter sudan. The problem now is the Sudanese government is preventing these peacekeepers from entering Darfur, but they are working on it

Prior to 2004 the population of Darfur was 6 million people but 2008 the UN reported an estimate 4.7 million people. Over 400 villages were destroyed causing many people to flee.
