The railroads were privately financed by Europeans who bought the bonds and partnership interests. The land was surveyed out by the Federal Government. The Indian trails were heavily used by wagon trains, stage coaches and the calvaries. These were the roads. If the Army ran into impasses; they fixed that portion. Tolls were charged by private landowners or businessmen who started river-crossing raft and ferry businesses where waterways crossed roads.
