Stevens wanted the South to remain under military governors for ten years after the war ended, be treated as territories, not states, and be forced to give full voting rights to the former slaves. Johnson wanted the seceded states to quickly be allowed back into the union as states and he was less keen on giving voting rights to ex-slaves. I think there was a power struggle. Stevens had developed an almost dictatorial power over the House and I think he considered Johnson to be sort of an impostor in his position as President, so when Johnson stood up against him, he retaliated by pushing a bill of impeachment through the House.

I think that, it being the case that a vast majority of people have never read or understood the document, it may as well have been merely a "rumor." The existence of the document is not what gives it its' power, it is the people's faith in the ideas it describes and their desire to preserve those ideas. Its authority was given in blood by the patriots who first fought to establish and preserve those ideas. Currently, the power, authority and the very existence of the Constitution is being threatened by the creation of the (AU,) the American Union. The US, Mexico and Canada are currently working on creating an Economic Union to match the European Union. This will eliminate our borders and The Constitution's Authority will not be adequate for this new society. The new Union will have to either afford the rights in relation to the Constitution and Bill of Rights to Canadians and Mexicans or adopt the policies of Canada or Mexico. The effectiveness of both documents will come into question and the rights afforded by them will in some way be altered.

State rights gave the states some power to decide on certain regulations instead of giving the Federal government all the power to control all the regulations. Some people think that by giving the states some power then the federal government wont have too much power to become dictator like or monarchy and stuff like that.
