They stopped Katniss and Peeta from eating the nightlock at the very end of the games, but it still didn't help. There was obviously and uprising, or else there wouldnt be a story. Hope this helped (:

In the Hunger Games they drive her back to the others by fire bombing her. Fire Balls from all directions flew at her forcing her to run. She was getting to the end of the areana so they had to stop her She was harmmed in the process too, she was burned very bad on her arm. All the districts have to do the hunger games as they all rebelled against the capital. The capital use the hunger games to scare the districts and stop them rebelling again as they don't know if they can control them again. So it is used to stop them fighting back its there weapon against them.

If you've actually read the whole book, you know why. It exists because the Districts of Panem revolted at one point against the Capitol since they weren't being treated fairly. When they lost, the Capitol forced them to send their children as tributes for the Hunger Games to remind them not to revolt.
