What is the conflict of The Hunger Games?

The conflict of the Hunger Games is ... well, there are multiple things. The biggest I feel though is the desentization of the Capitol. They think that seeing children being brutally murdered by eachother on TV is some sort of sport, and they don't realize that those children are in fact people too. So one major conflict is between us and desentization. Another is between ourselves and the monster inside of us. Meaning, if you get thrown into an arena and are told to kill everyone and anyone to survive, how far would go? Would you actually kill? The battle between good and just thinking, against survival.
