It's not the same every February. There's no connection between the calendar and the
moon's phases.
Also, you need to be more specific than simply naming a whole month. The moon goes through
all of its phases in about 29.5 days, so a whole month includes every phase there is.
(February is an exception, but only by about 1 day.)
In February, 2010, the named phases occur as follows:
February 6 . . . Last Quarter
February 14 . . New Moon
February 22 . . First Quarter
February 28 . . Full Moon
On February 4, 2010, the moon was in the waning gibbous phase.
At the beginning of 2/4 ... 00:00 GMT, it was 70.9% illuminated.
24 hours later, at the end of 2/4 ... 24:00 GMT, it was 60.6% illuminated.
In 2010, the moon was at Last Quarter on March 7th, and New Moon on March 15th.
So on March 10th 2010, it was a waning crescent.
(The same phases occurred on different dates in 2009, and the dates will change again in 2011.)

In March of 2008, the new moon occurred on Friday, March 7th. Sunrise on that day was 7:00 am Eastern Standard Time and sunset was at 6:32 pm Eastern Standard Time.

At 12:00 Noon Eastern Daylight Time on July 2, 2010, the moon will be 67.5% illuminated
and shrinking. That's the waning gibbous phase.
For this date the moon was in a waning crescent phase (for northern hemisphere), a very thin sliver on it's way out. There was a new moon on the following night.
14.5 days later. So if the Moon is new on July 2, the full moon will be either the 16th or the 17th.
The New Moon always occurs very close to the moon's "new moon" phase.

A waxing Moon can be seen when the Moon is larger in the sky, and is moving from the new Moon phase, and into the full Moon phase. A waning Moon is seen when the Moon is visibly smaller in the sky, and is moving from the full Moon phase, and into the new Moon phase.
