Because at the time of the writing of Noah's Deluge, the rainbow was an awesome sight and the people then are ignorant on how it materializes. Of course now we know that the rainbow is caused by light refraction from moisture (rain, mist). We don't know why he used the rainbow but it makes sense because you can't have a rainbow without water, and the connection with the flood is then obvious. It is to serve as a reminder of the deluge. It is a reminder of the covenant, not the covenant itself. God used his own invention - the refraction of light - for this purpose, as he is well able to do. Even though we know what causes it in this day and age, the rainbow is still a thing of beauty and promise to many, not at all diminished by the physics of how it occurs.
